| In
            1646 by letters patent from the King, Michel Mazarin, Archbishop
            of Aix-en-Provence and brother of Giulio, the Cardinal, was authorized
            to enclose in the city of Aix-en-Provence "all of this new neighborhood,
            including the parish of Saint-John, and the gardens and meadows belonging
            to the Archdiocese. This was "urbain planning" on a scale
            that Aix had not known for centuries. The Quartier Mazarin was
            no low cost housing development for artisans and workers. It was "by
            the rich and for the rich" and for an ascending class who were
            thronging the tribunals? serving in the high ranks of the army or
            following in the trail of a prince magnifique the Count d'Alair,
